Should public organizations be expected to meet higher standards than private ones? Why or why not?

Topic: Ethics in public organizations, are there higher standards in public verses private organizations?
Some believe that it is okay for private organizations to cut corners and even provide questionable information to its customers if it keeps the prices down and does not hurt too many people. You may agree with this or not but given a variety of news media reports over the last several years, it does happen. However, when it comes to public organizations, there is an expectation that every step/decision made in the public arena should be visible and that public organizations are expected to do more with less.
Your paper should address the following questions;
Should public organizations be expected to meet higher standards than private ones? Why or why not?
If public organizations are to meet higher standards, what means should be exercised to assist in meeting these standards without increased cost?
If public organizations are not held to higher standards, then how can private organizations be controlled to ensure that they do not violate the confidences of their customers and meet the same standards as public organizations? Please develop at least two other strategies other than market forces.
