What kinds of big data should researchers be able to use without permission?

Whether in the form of genomes in the public domain or as content generated and shared through Facebook, big data provides scientists and engineers with the opportunity to understand what makes us human (and how we perform our humanity) with an empirical precision never before possible. But this same research often raises many privacy concerns. Whether accidental or intentional, exposure can and will continue to happen.

In this paper, I want you to offer a meaningful and evidence-based opinion about how free scientists should feel to use sensitive data in their research. To that end I need your paper to address the following three questions:
